Director of Institutional Research at Indian River State College

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Provide leadership and support for the institutional research team and its functions within the Office of Institutional Effectiveness;
  • Assist with the determination and evaluation of key performance indicators and state performance metrics;
  • Assist and train institutional personnel in the use and interpretation of data;
  • Develop and implement an institutional research plan;
  • Perform research, data manipulation, and analysis in support of institutional innovation and decision making related to College priority initiatives;
  • Ensure the compilation, analysis, and dissemination of institutional data, trend analysis research, and related areas of educational interest;
  • Provide support for departmental and program reviews, accreditation, enrollment management, and institutional performance initiatives;
  • Prepare, develop, and publish internal and external reports and surveys;
  • Troubleshoot data integrity issues;
  • Provide accurate and meaningful reports with supplementary supportive documentation, visual and narrative data interpretations, and presentations for internal and external target audiences based on research analysis in response to internal and external information needs;
  • Consult with College personnel to determine and clarify data, reports and research requirements;
  • Develop and/or use tools required for research, to include survey questionnaires and data extraction procedures;
  • Identify and assist in the development of new data sources as needed;
  • Work closely with the Director of Planning and Assessment on research projects; and
  • Assist the Associate Vice President of Institutional Effectiveness, collaborate with the Reports Office, and other functions as outlined.

QUALIFICATIONS, KNOWLEDGE, AND SKILL REQUIREMENTS:

  • Bachelor’s degree is required from a regionally accredited college or university in social science, statistics, management information systems or a related field;
  • Minimum of five (5) years’ experience in a college or university setting with increasing leadership experience in project and research planning/design, data collection, analysis, report preparation, presentation of results;
  • Results-oriented with a background in statistical analysis, survey design, and research techniques;
  • Knowledge of technological practices used to conduct institutional research including extraction, analysis, and presentation of data;
  • Experience in a position involving computer-based data extraction and analysis; using statistical software packages including SPSS; ability to perform statistical and/or quantitative analyses;
  • Experience with data warehouse environments, database queries, and expertise with large datasets;
  • Expertise with Microsoft Office Excel;
  • Experience presenting and communicating technical information professionally, clearly, and effectively in oral, written, and graphic form to individuals with varying technical backgrounds in an ethical and timely manner;
  • Ability to work collaboratively with others, and conduct training and development for practitioners on the use of research results;
  • A working knowledge and application of classroom based research methods particularly student learning outcomes, and ability to work with faculty on assessment related topics;
  • Ability to work collaboratively and cross-functionally college-wide as either a team member or a team leader;
  • Ability to work independently in a high pressure environment, prioritize projects/assignments, and meet deadlines.

Preference shall be given to the following:

  • Master’s degree from a regionally accredited college or university in social science, statistics, management information systems or a related field;
  • Experience with Workday or an ERP used within higher education;
  • Experience with business intelligence software;
  • Experience with student services and enrollment.

SPECIFIC DUTIES AND RESPONSIBILITIES:

  • Provide oversight to the College’s institutional research plan, including training and documentation necessary to enhance an understanding of research and data.
  • Collaborate with appropriate offices to initiate research studies and reports including the design, collection, organization, analysis, coordination and development of research.
  • Prepare, format, and clean research data for integrity in analysis and reporting in support of specific projects related to institutional priorities.
  • Develop comprehensive reports, anticipating appropriate report format, design, and visuals for target audience.
  • Provide technical and analytical expertise to increase the scope, accuracy, and usability of institutional research college-wide.
  • Provide briefings and trainings to enhance an understanding of institutional research and data.
  • Establish and maintain effective working relationships throughout the College.
  • Engage in continuous professional development through conferences and associations.
  • Work confidentially with discretion.
  • Execute other duties and assume additional responsibilities as may be directed by the Associate Vice President of Institutional Effectiveness.

PHYSICAL REQUIREMENTS:

This position requires an ability to sit, stand, walk, bend, lift, reach up, stoop, and carry items occasionally in excess of twenty-five (25) pounds.  It also requires manual dexterity to operate standard office machines, such as, copier, fax, calculator, telephone, and other equipment as necessary. Assistant Department Manager, Grant Evaluation

The Assistant Department Manager of Grant Evaluation coordinates activities directly related to the program evaluation needs of district grants.
Duties include:
  • Coordinates development of evaluation plans, logic models, data collection instruments and schedules, and data analysis plans for grant opportunities as needed.
  • Assists the manager of Strategic Data and Evaluation with the identification of external evaluators for grant opportunities.
  • Acts as the primary point of contact for all external grant evaluators, ensuring appropriate levels of communication between the external evaluator and the district grant program director.
  • Provides data and assistance to external evaluators to ensure completion of the grant evaluation.
  • Reviews external evaluator reports for factual and statistical accuracy.
  • Ensures completed grant evaluation reports are submitted to the funding authority on time.
  • Monitors contracted external evaluators.
Professional qualifications include:
Education: A Master’s Degree. Degree or formal training in measurement, evaluation,research, psychology, or mathematics preferred.
Experience: Three (3) years of increasingly responsible experience in program evaluation or project management, with experience in grant reporting preferred. Supervisory experience in public school administration, public school district administration, or other large diverse organizations preferred. Educational experience in research, grant/program evaluation, assessment, technical writing, and statistical experience preferred.

The Position:

Position General Summary:

The Research and Evaluation Senior Manager is a critical member of the Analysis, Assessment and Accountability team and has both cross- and inter-departmental roles. The Senior Manager directs, coordinates, and oversees all aspects of proactive problem- solving and critical thinking/analysis related to FLVS data, research and measurement.  The Senior Manager directs and oversees evaluation studies for all FLVS related programs and initiatives.  The Senior Manager supervises research staff and ensures quality control of all research generated by FLVS.

 

Essential Position Functions:

  • Coordinate input that will help determine immediate and long-term Research needs including Primary and Secondary Research, Concept Testing, and Efficacy Studies
  • Initiate, schedule, and participate in all research meetings with outside research
  • Evaluate and implement qualitative and quantitative methodologies to meet specific research and evaluation objectives
  • Manage research projects including following through on study design, creation of various tools and study materials, deployment, data capture, analysis, reporting, and presentation of findings
  • Conduct quantitative and qualitative projects and author research tools such as discussion guides or questionnaires, develop criteria for materials that need to be created by other departments, conduct interviews or group discussions, conduct analyses, create reports, and present findings as needed
  • Research vendors and make recommendations for hiring vendors who provide recruitment, data collection, analysis, tabulation, and various types of quantitative and qualitative expertise
  • Provide expertise in gathering literature on trends and providing an analysis of market needs; May also direct work of outside resources
  • Communicate with internal departments on any data and reporting needs required for research studies; communicate with FLVS teachers required in steps in a research study and create materials that teachers may use with the customer; and communicate any updates on student progress regarding the study

 

  • Coordinate project schedule development, confirm schedule, and monitor project schedule, and ensure that both the timetable and the objectives are met
  • Oversee activities of all research staff and conduct yearly evaluations of research staff
  • Oversee activities related to FLVS performance as mandated by state, federal and accrediting agencies
  • Coordinate stakeholder feedback collection and analysis activities
  • Provide oversight for the composition of requests for quotes (RFQ) and requests for proposals (RFP) needed to carry out the business of the department
  • Keep Executive Director advised of the status of all assigned research and evaluation projects
  • Manage, control, direct, and supervise assigned direct reports, including general leadership, planning, organizing, and reviewing
  • Meet professional obligations through efficient work habits such as, meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrate respect for others

Minimum Requirements:

Education:

  • Master’s Degree with emphasis on Measurement, Research or research methods, Statistics, Business or other related discipline; or equivalent combination of education and relevant experience

Experience:

  • Five years’ experience in research and/or evaluation

Knowledge, abilities and skills:

  • Knowledge of MS Word, Excel and PowerPoint
  • Knowledge of statistics and survey software (e.g. SPSS, SAS, R). Experience using a statistical program to run statistical models and produce outcomes and
  • Knowledge of educational publishing and/or online education and able to write technical reports and white papers to communicate research findings.
  • Knowledge of educational research principles and practices
  • Knowledge of Project Management principles and practices
  • Skills to interpret research needs, determine and implement appropriate methodologies and communicate findings
  • Strong analytical skills
  • Ability to schedule and meet deadlines
  • Strong verbal and written communication and presentation skills

 

Physical Requirements and Environmental Conditions:

  • Location: Remote
  • Frequency of travel:Occasional travel is required for meetings, trainings and conferences; location may vary and may require overnight stays
  • Light physical activities and efforts required working in an office environment
